On October 28, 2003 a reception was held at the Norwich Elks (temporary location
at the VFW) to honor Officer First Class Kevin Creamer of the Norwich
Police Department. Officer Creamer was presented the first annual
Connecticut Elks Association (CEA) Drug Awareness Enrique Camarena Award.

Norwich, officially naming October 29, 2003 as Officer Creamer Day in
Norwich. The State Senate had a proclamation, as well as a proclamation
from Governor John Rowland, proclaiming October 29, 2003 as Officer Kevin
Creamer Day across the State of CT. Officer Creamer was quite surprised.
Enrique (Kiki) Camarena was a Drug Enforcement Administration Agent who
was tortured and killed by drug traffickers in Mexico in 1985. Agent
Camarena believed that one person could make a difference. His sacrifice
serves as a catalyst to encourage others to make a visible commitment to
eradicating drug abuse from our homes, schools, communities and nation.
Officer Kevin Creamer was selected for the work he does in his community.
He displays the importance of a positive role model, showing respect and
responsibility in demonstrating the making of good choices. He is truly a
dedicated police officer in the Norwich community and I was certainly
proud to stand next to him last evening with my fellow Elks and present

August 13, 2003 Dear Exalted Ruler, Officers, and members of Norwich Lodge # 430, It is with great pleasure that I write this letter of congratulations to you and your lodge announcing the first ever Connecticut Elks Association Drug Awareness Program Enrique Camerena Award, to be presented to Kevin Creamer, Officer First Class, City of Norwich, CT. After reviewing Kevin’s accomplishments in Norwich, as well as other locations in your jurisdictional area, I commend him. As a DARE officer, the founder of the Norwich Dare Day program, initiator of Red Ribbon Day projects, amongst other projects, I can see that he truly is a positive role model for our young children, educating them to say NO to drugs. In reading his recommendation letters, I see that Kevin truly holds true to our Elks drug awareness program, which is directed at young people in grades four through nine and their parents. I cannot think of a more exemplary officer than Kevin to receive this prestigious Connecticut Elks Association Drug Awareness Program 2003 Enrique Camerena Award. Officer Creamer’s application packet has been forwarded to Harry Tangen, National Drug Awareness Chairman for further review. I would be honored to meet Officer Kevin Creamer in person to present him with his award.
